Project-Based Voucher Programs

HASCO’s Project-based Voucher (PBV) program provides housing assistance payment contracts to properties throughout Snohomish County, allowing tenants to pay affordable income-based rents while offering market rents to property owners. In partnership with these property owners, this program provides over 400 rent-subsidized permanent housing units at over 20 properties in Snohomish County, serving seniors, people with disabilities, and families with children.

Tenants residing in PBV units pay 30 percent of their income for rent and utilities, and the balance of their housing costs are paid by the program to the property owner. Tenants in PBV units receive rental assistance as long as they continue to qualify for the program.
