HASCO is required by the U.S. Department of Housing and Urban Development (HUD) to inspect all units before they can receive assistance under the Housing Choice Voucher program (also known as the Section 8 program). All units must meet minimum requirements known as Housing Quality Standards (HQS) to ensure that they are safe and sanitary. If a unit fails the initial inspection, all of the failed items must be corrected before voucher assistance can be provided for that unit.
In order to ensure that your unit passes inspection the first time, please review the Housing Quality Standard requirements and ensure that you unit meets all of the requirements before scheduling your initial inspection. In addition to the initial inspection, HASCO is also required to inspect every unit on the program annually. To continue in the program, units must pass the annual inspection prior to the annual review date of the Housing Assistance Payments contract for that unit.
In most cases, if the unit fails the inspection, HASCO will allow the landlord time to make repairs. The exact amount of time the landlord is allowed to make the needed repairs will be stated in the failed inspection letter they will receive from HASCO. However, if any failed items are considered life-threatening, federal law requires that the repair be made within 24 hours. Additional time may be granted in cases where extensive repairs are needed.
During the initial and annual inspection, HASCO will visually inspect the unit for deteriorated paint. HUD requires that homes built prior to 1978 have no deteriorated or peeling paint if the unit is expected to be or is currently occupied by a pregnant woman or a family with a child under the age of 6.The attached document, HUD Standards for Stabilizing Deteriorated Paint [link to PDF from owner packet] provides directions to landlords on how to complete stabilization of paint in this situation.
Mold problems in buildings are caused by water and moisture problems. In many cases, the problem can be remedied by the tenant through proper heating and ventilation of the unit. Download the HUD brochure about mold, which you'll find in the "Downloads" section on the upper right of this page.

HASCO policy is that the landlord is responsible for making any repairs to the unit to ensure that the unit meets Housing Quality Standards. However, if the tenant is responsible for the damage, the landlord can charge the tenant for the cost of making the repairs.
